TDOT CIVIL mandates a dedicated safety spotter at all pits when drilling near underground utilities. No exceptions, no shortcuts.
Site Inspection
Mandatory final walkthrough with site inspector before project sign-off. All work verified against construction and safety standards.
Infrastructure Verification
All ducts capped, tagged, and labelled. GLBs and flowerpots verified flush to grade. Cable connections visually inspected.
Proofing & Testing
Continuity checks, pressure testing up to 100 PSI for 2–5 minutes, and sponge/proofing ball tests confirm clear pathways.
As-Built Submission
Final drawings in PDF and CAD. GPS coordinates for all flowerpots and GLBs. All deviations documented with redlines.
- Spotter stationed at pit during all drilling near gas, hydro, or telecom utilities
- All utilities daylighted and positions verified before any drill shot begins
- Signed locate package on-hand — reviewed by driller and locator prior to work
- Enbridge/TSSA compliance — spotting distances and pit requirements strictly followed
- Emergency action plan + JSA completed before crew mobilizes on site
- Spill kits on all bore trucks. Drill fluid runoff & erosion plan in place
PPE & Communication
Zero Tolerance — No drill shot without confirmed spotter in position and all locates reviewed, signed, and on-site.
Every project close-out follows this sequence — no sign-off until all six steps are complete.
Site Inspection & Walkthrough
- Final walkthrough with site inspector
- Verify all work meets construction standards
- Sign-off before project closes
Infrastructure Verification
- All ducts capped, tagged, labelled
- GLBs and flowerpots flush to grade

Proofing & Testing
- Continuity checks — air flow & pathway
- 100 PSI pressure test held 2–5 min
- Sponge & proofing ball tests completed
Restoration Compliance
- Soft surfaces — topsoil, seed/sod per municipal req.
- Hard cuts — asphalt or interlocking restoration
- All signage and debris fully cleared
Documentation & As-Built
- Final drawings in PDF and CAD formats

Final Sign-Off
- Contractor and client sign-off completed
- Town/municipality sign-off where required
